Legal Officer (Northern Ireland) - Irish League of Credit Unions

Position:                   Legal Officer (Northern Ireland)

Reporting To:          Legal Manager (and dotted line to Northern Ireland Manager)

Location:                  Based in Northern Ireland

Main Purpose of the Job:

The Legal Officer (NI) will provide legal and quasi-legal services to the Irish League of Credit Unions (ILCU) and ILCU affiliated credit unions in Northern Ireland.

Key Responsibilities:

  1. To provide accurate and timely legal and quasi legal advice on matters relating to the functions and exercise of the powers and duties of credit unions in Northern Ireland including the interpretation of legislation and regulatory rules.

  2. Keep abreast of relevant legislation and changes to the PRA/FCA regulatory framework and how it impacts on affiliated credit unions and provide guidance on same.

  3. To provide training on legal and regulatory matters to credit unions.

  4. To participate in corporate working groups and project teams and to represent the ILCU in its contacts with credit unions and other external stakeholders.

  5. Assist in research, analysis and report and position paper writing on key issues relevant to credit unions.

  6. Assist credit unions in the process of registering amendments to the credit union rules and ensure that member credit unions are up to date with all necessary rule amendments.

  7. Initiate policy proposals, identify opportunities for enhancing the performance of his/her area of responsibility and to advise the Legal Manager (and Northern Ireland Manager) on all matters affecting the performance of services coming within his/her area of control.

  8. Prepare documentation for circulation to member credit unions.

  9. Provide support and guidance internally in the ILCU for example to other departments, the CEO, the board on all legal and quasi-legal issues in relation to credit union legislation and rules.

  10. Participate effectively in meetings of the Legal Department, NI team, NI Committee; NI credit unions, the ILCU management team and with other stakeholders as required.

  11. Champion a customer-focused approach and attitude across internal and external team interactions and relationships.

  12. Undertake all reasonable and lawful duties not specifically mentioned in this job description as may be directed by the Legal Manager or Northern Ireland Manager.


PERSON SPECIFICATION

Key Capabilities & Experience:

Essential

-          A third level qualification in law.

-          A minimum of 3 years’ PQE, obtained in a legal practice or as an in-house legal adviser.

-          Financial services experience and knowledge of PRA/FCA regulatory framework.

-          Proven ability to work independently and proactively and to manage and prioritise a workload.

-          Excellent interpersonal , planning, organisation and project management skills;

-          Excellent analysis and decision making skills.

-          Strong verbal and written communication skills.

-          Proven experience in dealing with governance issues.

-          Excellent IT skills (MS Office suite of applications).

-          Full driving licence

Desirable

-          A professional legal qualification and entitled to practise in Northern Ireland.

-          Financial services/credit union experience and knowledge of regulation, legislation and rules.

-          Knowledge and understanding of data protection.

-          Knowledge and understanding of anti-money laundering regulation and legislation.

Location and Flexibility

The position will be based in Northern Ireland but occasional travel throughout Ireland and Great Britain will be necessary. Work outside of normal hours will be required from time to time.
