Article 2 of the Windsor Framework post Dillon

The Social Change Initiative (SCI) has published a new Report, analysing the issues involved in the ongoing Article 2 Windsor Framework appeals. It has been produced in association with the Human Rights Centre at Queen’s University and the Donia Human Rights Centre at the University of Michigan.

The Report suggests that the upcoming judgement in the Dillon case regarding the Legacy Act will have very significant implications for the future protection of human rights in Northern Ireland, with effects well beyond the issue of legacy itself.

In particular, it will determine whether the commitment to ensure that Brexit does not lead to any diminution in the human rights and equality protections of the Good Friday Agreement has any real substance.

The Dillon judgment is expected to be announced by the Northern Ireland Court of Appeal on 20th September. The SCI Report aims to alert interested groups, organisations, commentators and individuals on the key issues to look out for in that judgment.

The Irish Centre for European Law, the Social Change Initiative and the Human Rights Centre at Queen’s are also organising a seminar to discuss the judgment on 24th October 2024.
